Nigerian Senate Queries  N800 Million Security Vote For Inland Waterways
The Nigerian Senate, yesterday, queried the sum of N800 million budgeted for the purchase of security equipment by the Nigeria Inland Waterways Authority (NIWA).
The lawmakers made its position to the Acting Managing Director, Danladi Ibrahim, when he appeared before the Senate Committee on Marine Transport to defend the agency’s 2018 budget.
The panel wondered why the agency requested for N800 million in the 2018 budget for the purchase of security equipment, which was the same amount it received in the 2017 budget for the same purpose.
The committee noted that out of the N800 million, the agency had spent N790 million in 2017, which amounts to over 90 per cent of the appropriated sum.
Chairman of the committee, Senator Ahmed Sani Yerima, noted that the agency failed to provide details and specifications of how it plans to spend the money it requested for in the 2018 budget.
Yerima noted: “You said you want to do something; the same amount last year, the same amount this year. There are no details, no explanations, no form of specification whatsoever. This is unacceptable.”
Another member of the committee, Senator Mohammed Hassan, said Ibrahim and his team should be asked to go back and do the right thing.
He said: “You are doing construction, the locations are not known. You have a project of N1.2 billion which you requested for in 2017, you have received over 90 per cent, you requested for the same amount in 2018. The right thing should have been for you to request for the balance.”
On his part, NIWA boss told the committee that the security equipment was not meant for one place alone. He also said the 2017 approval was the first time the authority was receiving fund for capital projects.
The committee, thereafter, asked the representatives of the agency to go back and do the right thing.

Naira Falls 30k Against Dollar
The Naira, Thursday, depreciated by 30 kobo to close at N360.45 per dollar, in the Investors and Exporters (I&E) window.
This is just as the window recorded 236 percent upsurge in its turnover.
Data from the Financial Market Dealers Quote (FMDQ) showed that the indicative exchange rate for the I&E window rose to N360.45 per dollar yesterday, from N360.15 per dollar on Wednesday, translating to a 30 kobo loss in the value of naira.
This depreciation was in spite of the 236 percent increase in the volume of dollars traded in the I&E window yesterday.
Report says the window recorded turnover of $572.1 million, an upsurge from $170.21 million on Wednesday.

Offa Bank Robbery: 10 Persons Including 4 Police Officers Confirmed Dead
Ten persons have been confirmed dead, including four policemen after robbers invaded a commercial bank in Kwara State town of Offa yesterday.
It is reported that the bandits gained access to the town from Ijagbo, in the western end.
Eyewitnesses who recalled the deadly incident told our reporter on the telephone that “The robbers carted away substantial amount of money from the banks’ vaults.
“They blew open the security of the banks with dynamite. Many passers-by were hit by stray bullets. A commercial motorcyclist was among those killed.”
It was gathered that the bandits, numbering about 15, came in with about four vehicles. They blocked access to the town from Ilorin and Osogbo. They operated for about one hour from around 4:30pm.
The injured were taken to the Offa General Hospital.
Kwara State police Spokesman Ajayi Okasanmi who confirmed the raid, said, “victims included policemen and other individuals.”

1. Ten persons have been confirmed dead, including four policemen, after suspected robbers attacked a commercial bank in Kwara State town of Offa on Thursday.
The heavily-armed bandits, who gained access to the town from Ijagbo in the western end, also carted away substantial amount of money from the banks’ vaults after blowing open the security of the banks with dynamite.
2. A village head and five others were on Thursday killed after suspected bandits invaded Sarari village, near Kuriga town in Birnin Gwari Local Government Area of Kaduna State.
Report says the incident, which occurred around 2 p.m., left about eight people seriously injured.
3. The Inspector-General of Police, Ibrahim Idris, has reinstated Ali Janga as the Commissioner of Police in Kogi State for meeting the one-week ultimatum given to him to re-arrest the suspects who escaped from police custody.
The Police Public Relations Officer, PPRO ASP William Aya, told newsmen in Lokoja on Thursday that Janga returned to office on April 3 on the order of the Inspector-General of Police, Ibrahim Idris.
4. An Italian identified as Peter Nielson, has been arrested for reportedly killing his Nigerian wife, Zainab Ali-Nielsen, popularly known as Alizee, and her four-year- old daughter, Petra.
Alizee, an artiste, and her daughter, were allegedly murdered in the family’s residence at Ocean Parade, Banana Island in the early hours of Thursday.
5. The Economic and Financial Crimes Commission (EFCC) said it recovered N130 million as part of the illegal funds expended during the 2015 general election in Gombe state, while it also equally secured nine convictions in the state within the same time-frame.
According to Johnson Babalola, Head of Operations at the Gombe Zonal Office of the EFCC, several others cases were ongoing at the courts, including that of an unnamed official of the Independent National Electoral Commission (INEC) from Taraba State.
6. A former Deputy Governor of Osun State, Senator Iyiola Omisore, has finally dumped the Peoples Democratic Party, (PDP).
Following his defection, some people loyal to the former National Assembly member set the flags of the PDP on fire.
7. The National Agency for Food and Drug Administration and Control (NAFDAC) has debunked the news of plastic fish in circulation in Nigeria.
The Agency’s spokesman, Dr. Abubakar Jimoh, in a statement in Abuja on Thursday, said that its finding followed “a thorough investigation and analysis of some unsuspected plastic fish samples’’ in its laboratory.
8. The Chief of Army Staff (COAS) Lieutenant General Tukur Yusufu Buratai, has approved special promotion for 3,729 troops, who participated in Operation DEEP PUNCH II in the Sambisa Forest.
A breakdown of the beneficiaries showed 223 Staff Sergeants promoted to the rank of Warrant Officers, 511 Sergeants promoted to the rank of Staff Sergeants while 994 Corporals were promoted to the rank of Sergeants and others.
9. Dino Melaye, the senator representing Kogi West in the Senate, has filed an appeal at the Supreme Court, seeking an order restraining the Independent National Electoral Commission, INEC, from proceeding with his recall from the Senate.
In a notice of appeal filed by his Counsel, Mike Ozekome, (SAN), Melaye wants an order of perpetual injunction restraining the INEC from commencing or further continuing with his recall or acting on the purported petition.
10. President Muhammadu Buhari, Thursday, in Abuja explained why he refused to sign the Economic Partnership Agreement (EPA) among ECOWAS countries.
He said this was because of the need to protect the economy, especially the industries and small businesses that currently provide jobs for majority of Nigerians.

$1 Billion Arms Fund: No One should Play Politics With Security Of Nigerians - Presidency
The Personal Assistant to President Muhammadu Buhari on Social Media, Lauretta Onochie, on Thursday said the $1 billion approved by the President is not illegal.
The sum was approved for the procurement of military equipment. 
Onochie pointed out that the release was approved by the National Economic Council and the state Houses of Assembly.
In a series of tweets on Thursday, Onochie, said, “The NEC, made up of state governors, approved the $ 1 bn given to the military to purchase arms.
“The state Houses of Assembly approved same. There is no illegality in the release of the fund to the military.
“No one should play politics with the security of Nigerians.”
